Challenge

1. Non-staff insurance data is scattered across bureau return files, unit records, and multi-month change logs—hard to cross-check consistency. 2. Tier adjustments and salary/bonus PDFs must align with labor, pension, and health insurance fields—manual reconciliation is slow and error-prone. 3. Work is scoped by project and unit; departments need a central platform without cross-unit access. 4. Month-end balance sheets, certificates, vehicle reports, and worker-care reports are numerous—scattered production hides completion status.

Solution

Built an ASP.NET Web Forms labor/health insurance platform: labor and health bureau file upload with change tracking; tier and PDF difference checks plus salary upload; group-bound DB-driven menus and agency SSO; balance sheet and report hub for many RDLC/Excel outputs; plus vehicle, supplemental health, and worker-care modules.

Results

Bureau files and system data moved from manual cross-checks to platform upload and change tracking—staff review change lists instead of file-by-file comparison. Tier and salary reconciliation uses difference lists—staff fix inconsistencies from one screen. Unit scoping moved from informal coordination to group and menu permissions—data filtered by org; admins see broader report options. Month-end reports consolidated in one export hub with balance sheet detail views—fewer tool switches.
